DALE BURNS - Dale Burns and has over 25 years of police experience. He is sergeant and supervisor in numerous specialty units to include plain clothes street crimes units, patrol, criminal investigations, and SWAT. He was the Minneapolis Police SWAT Coordinator for three years. Burns has been teaching in the Minnesota State College system
since 1984. He also helped develop the curriculum for
the current Homeland Security program at the MCTC and teaches in the program. Burns holds a Bachelor’s degree in Police Science and a Master’s degree in Public Safety Administration. NOAH FRITZ - Dr.
Noah James Fritz is assistant professor of Criminal Justice &
Criminology at Metropolitan State College of Denver. He is the former
Deputy Director of the National Law Enforcement and Corrections
Technology Center (NLECTC) and past President of the International
Association of Crime Analysts (IACA). Fritz is also the founder and
former Director of the Crime Mapping and Analysis Program (CMAP)-a
Department of Justice sponsored training and technical assistance
program. He has spent over 20 years studying and researching criminal
justice issues. TIMOTHY HOEPPNER - Timothy Hoeppner has been a law enforcement officer for over 23 years. Hoeppner worked for three years as a Deputy for the Orange County Sheriff’s Office. He returned to Minnesota and works as an officer in Minneapolis (20 years). He is currently a patrol sergeant. He was a 17 year member of the MPD SWAT. The majority of his time in SWAT was spent as an entry
team officer and a sniper team leader.
He was also been selected as a Team Leader for the MPD
attachment to the 55th Army CST Team out of Fort Snelling. Hoeppner holds a Masters degree in Police Administration. Timothy.Hoeppner@minneapolis.edu JOE MEUWISSEN - Joe Meuwissen works in the career field as a mental health practitioner with 30+ years of experience. He is a Nationally Certified School Psychologist and is licensed as a school psychologist by the Minnesota Department of Education, and as a Licensed Independent Clinical Social Worker by the Minnesota Board of Social Work. Meiwissen is currently completing the certification process as a trainer for school crisis prevention and intervention using the nationally recognized PREPaRE model. He is a member of the National Association of School Psychologists, NEA, AFT, Education Minnesota, and the Bloomington Federation of Teachers, where he serves as chief negotiator for the teacher’s union, and is a member of the Minnesota Type 3 Incident Management Team. He was a recipient of the Bloomington School District’s Prodigy Award and the BFT’s Gary Siemers Exemplary Educator Award and he was honored as Firefighter of the Year in 2007 by the BFD. ROB SKORO - Rob Skoro has been with the Minneapolis Police Department for 20 years. He is a Lieutenant in the Special Operations Division. He is also the Director of Emergency Management for the City of Medicine Lake. In his 20 years with MPD, Skoro has over 10 years experience with the Emergency Response Unit (SWAT), and three years as the ERU Coordinator, high-risk warrant sergeant and chemical munitions sergeant. Skoro was also the canine unit coordinator/supervisor for three years and was an explosive-detection and apprehension canine handler.
